Purpose of Workshop

Cost-benefit analysis is an appraisal and economic evaluation technique that considers the economic, social, and environmental impacts of different projects, programs, and policies, in quantifiable and monetary terms.

Widely used as an ex-ante (forward-looking) technique for appraising options and informing social decision-making, cost-benefit analysis is becoming increasingly important in ex-post (after the event) economic evaluation.

Across state and territory governments, cost-benefit analysis is the preferred method of economic assessment.

Workshop Content

This workshop will focus on the application of cost-benefit analysis to the economic evaluation of programs, projects, and policies that have a social or health focus.

Topics that will be covered include:

  • Review of fundamental concepts in cost-benefit analysis
  • Building economic evaluation (and cost-benefit analysis) into your program design
  • Differences between ex-ante and ex-post cost-benefit analysis
  • Identifying actual/future impacts (including consideration of standing and transfer payments)
  • Valuation principles and methods (including opportunity cost, willingness to pay, shadow prices, market and non-market values)
  • Social welfare and distributional impacts
  • Practical issues and challenges associated with undertaking cost-benefit analysis for the economic evaluation of programs, projects, and policies that have a social or health focus
  • Reviewing CBAs

Workshop Outcomes

Key learning outcomes will include:

  • Increased understanding of the fundamental concepts in cost-benefit analysis
  • Ability to plan and build economic evaluation (and cost-benefit analysis) into your program design
  • Understanding of how to identify and value impacts
  • Understanding of how to assess distributional impacts
  • Gain practical experience of applying cost-benefit analysis for the economic evaluation of programs, projects, and policies that have a social or health focus

Who should attend?

Evaluators who have attended the introductory ‘Cost-Benefit Analysis for Evaluators’  workshop and who want to increase their understanding of cost-benefit analysis and apply it to economic evaluation.

This workshop assumes a basic understanding of economic evaluation and of the fundamental concepts of cost-benefit analysis.
